You can save filter configuration as private SharePoint filter list view which can only be viewed by yourself, or as public one which can be viewed by all the people who have authority to access it. Only the filter configuration based on public views can be saved as public filter. The filters will be automatically deleted if the list views, which the filters are based on, do not exist.
